National Rural Employment Guarantee Act was enacted during 2005 in which 200 District in the country were brought under the purview of NREGA scheme. The application of Act has been further extended to 130 more districts of the country and Jammu district of Jammu division has also been included within the ambit of the Act / Scheme during 2007-08.

The National Rural Employment Guarantee Act aims to enhance the livelihood security of the households in rural areas of the country by providing at least 100 days of guaranteed wage employment to every household where adult members volunteer to do unskilled manual labour. The scheme envisages demand based time bound guaranteed employment, un-employment allowances, humane and equitable conditions of work, timely payment of wages etc.

The scheme at the village level shall be implemented by the Halqa Panchayat. The Gram Sabha shall recommend the works to be taken up, monitor execution of works and conduct Social Audit. The responsibility of Panchayat shall be to register labourers, issue Job Cards, receive demand of work, allot employment opportunities .

Al Block level the Programme Officer (BDO) will be exclusively responsible for implementing the scheme, consolidating plans, monitor executions of works, sanction un-employment allowance.

At District level the Programme Coordinator (Assistant Commissioner Development ) will be responsible for preparation of Labour Budget and Monitoring of the scheme.

The following type of works can be taken up under the scheme:-

1. Water conservation and water Harvesting.
2. Drought proofing
3. Irrigation canals
4. Provision of irrigation facilities to land owners by SC & ST
5. Renovation of Traditional Water Bodies
6. Land Development
7. Flood Control and Protection works
8. Rural connectivity
9. Any other work to be notified by Central Government.

The scheme shall be implemented on cost sharing basis between Central and State Govt. The total cost of un-skilled labour will be met by Govt of India. The cost of material and wages of semi skilled / skilled labourers will be shared on 75 : 25 basis by Government of India and State Govt.  


The Scheme is being implemented in all the 11 Blocks of the pre-delimitation district Jammu . A series of steps have been initiated in a systematic manner to ensure the successful implementation of NREGA in district Jammu, which are as follows:-.

1) The Secretary to Government Rural Development Department, in a meeting of officers of Rural Development Department on 05-04-2007 issued instructions / directions to start this scheme as per the guidelines.

2) One day training programme on 11-04-2007 at Vigiyan Bhawan New Delhi was held which was inaugurated by the Union Minister for Rural Development . In this programme all the District Programme Coordinators of 113 districts of the country participated. Assistant Commissioner Development Jammu (District Programme Coordinator) and Executive Engineer, REW, Jammu also attended this training cum orientation programme.

3) One day training cum orientation programme was organized at Secretariat Jammu on 30-04-2007 in which, Hon’ble MLAs and Officers of district Jammu participated. Hon'ble Minister for Rural Development and Panchayati Raj J&K inaugurated this training programme.

4) One day training camp was also held at Abhinav Theatre Jammu on 05-05-2007 in which more than 900 officials/non-officials including hon’ble MLAs, the Ex-Sarpanches / Panches, NGOs, Officers and grassroot level workers of the department participated. Hon'ble Minister for Rural Development and Panchayati Raj inaugurated this one day training camp. Secretary to Government Rural Development Department and the Director Rural Development Jammu gave a detailed account of the scheme.

5) Two days training-cum-orientation course on NREGA w.e.f 14-05-2007 to 15-05-2007 organized by IMPA was inaugurated by the Hon'ble Minister for Rural Development and Panchayati Raj in which the Assistant Commissioner Development Jammu (District Programme Coordinator), Executive Engineer, REW, Jammu, Block Development Officers of district Jammu, AEEs & AE of the district participated.

6) One day Block level training cum awareness programme for all the Ex-Sarpanches, Panches, JEs, VLWs, MPWs, Panchayat Inspector, Planning officials, CIC Operators and work supervisor was organized at each Block of this district from 18-05-2007 to 05-06-2007. The number of participant were 250 to 600 in each Block level training camp.

7) After Block level training programme, panchayat level / village level training cum awareness programme has also been organized by Programme officers ie. Block Development Officers in each Panchayat / village of the Block in which all the ex-sarpanches / panches, user groups, NGOs, SHGs and local people participated. In each Panchayat 100-200 people participated.

8) Three days orientation Programme at RRETC R.S.Pura in 9 batches has also been concluded. The training programme started on 16-07-2007 and concluded on 17-08-2007 was participated by 416 officials comprising of JEs,VLWs,MPWs and work supervisors.

9) After the training programme, registration of Job Seekers has been started; the field staff has also prepared the shelf of project to be taken up under NREGA. So far 39288 job seekers have been identified in this district.The shelf of project have also been prepared for each Halqa Panchayat by convening Dehi Majlis at Panchayat level . So far 2577 projects have been identified.The Annual Action Plan amounting to Rs. 4864.95 Lacs has also been prepared.

Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA)

The Act guarantees 100 days of assured employment in a year for the persons of a household who got themselves registered with the Department. The scheme is being implemented on 90:10 (Centre:State) sharing basis.

 Under this scheme, main thrust is given to the Soil and Water Conservation, Soil Erosion, Flood Protection work, Plantation, Land leveling and communication etc. including providing 100 days employment to the job seekers registered at the Panchayat/block level in their respective areas.

The total  availability  under  NREGA   for the year 2009-10 was Rs  14588.90 lacs  ( Including State and Centre Share ) out of which Rs 13793.607 lacs stand utilized ending March, 2010 and 89.44 lacs mandays generated ending 3/2010.
